II. INTERNATIONAL SECURITY CONGRESS: INTELLIGENCE AND SECURITY
In addition to being one of the essential means of ensuring security, intelligence has become a part of daily life. Thanks to the growing influence of various technological developments, economic, social, and cultural changes that we have been witnessing lately, its importance continually grows and affects all possible life walks. This growing interest in intelligence changed its scope and parameters and led to the diversification of actors in need of intelligence. Ground-breaking developments in communication and transportation domains, the cross-border character of the conflicts and the globalization of economic competition have led several actors (i.e. sub-state groups, international organizations and trade companies) shift their interest in the intelligence domain, which is traditionally seen as the responsibility of states.
This interest shown in the field of intelligence has also been reflected in academic studies. Whereas previously, most studies focused on experience sharing and memoirs from fieldwork, now higher education institutions in many countries started to open undergraduate, graduate and post-graduate programs on the subject of intelligence. Different academic venues, meetings and activities have been organized, scientific studies and research papers published on various intelligence issues. It has become inevitable that diversification of needs concerning intelligence and intelligence information, together with the growing body of academic studies, paves the way to developing a scientific intelligence base, making it an academic discipline in its rights.

Taking these developments into consideration, the Gendarmerie and Coast Guard Academy (GCGA) organizes and hosts the Second International Security Congress between 23-25 September 2021 on the central theme "Intelligence and Security." Congress's central goal is to provide the opportunity for academic communities, scientists, experts, and practitioners to discuss and share accumulated experiences, observe different perspectives, and get ideas matured. Perceiving it as its mission, the GCGA would like to contribute to the Intelligence domain by hosting the International Congress in Turkey, a country that has inherited a statehood tradition as old as thousands of years and an Intelligence tradition of hundreds of years old. The Academy would like to create an academic environment where various topics and issues concerning matters of intelligence and security discussed and debated. In this respect, the Congress presents the international community with an opportunity to approach intelligence and security from different perspectives based on practical experiences, theoretical framework, the notions of intelligence, security and relevant processes.
We would like to invite leading scientists and experts in intelligence and security worldwide and Turkey to participate in this Congress and make their valuable contribution.
We are planning to conduct the Congress on 23-25 September 2021 at Gendarmerie and Coast Guard Academy. However, the Congress may move online depending on Covid-19 Pandemic measures.
